Billy Herndon

Assistant Vice President and Chief Operating Officer 

Billy T. Herndon is Assistant Vice President and Chief Operating Officer for the Office of Information Technology. In his Assistant Vice President role, he has primary responsibility for the enterprise systems and other major administrative systems across the institution. He is responsible for providing leadership and oversight for the Applications and Database Services and the Electronic Access Services groups in OIT. Also, he is responsible for the technical leadership and budgets for Duke's administrative systems projects. In May 2008, he was assigned his latest role as Chief Operating Officer (COO). In his COO role , he  is responsible  for  providing direction and guidance to  operational management team that includes other AVP’s, senior directors, and directors  regarding day-to-day operational issues and decision making in the absence of the CIO.

Billy has 40 years experience with administrative systems in higher education and health care. He has previously served in various leadership roles involving administrative systems at Duke University and Health System. He currently participates in several Duke oversight groups, including the SISS Management Team, Student Services Group, SAP Sponsors, Employee Self Service Steering Committee, SAP Alumni Development Oversight Group, ITAC, Trask Technology Group and Faculty Data Project Steering Committee.

In the more recent years, he managed the implementation of Duke’s Enterprise Relationship Planning (ERP) systems, including SAP R3 Financials and Human Resources/Payroll, the SAP Business Information Warehouse and the Peoplesoft Student Administration System. He currently serves in an oversight capacity for the Employee Self-Service implementation using the SAP Web functionality and the recent upgrade of the PeopleSoft Student system to version 9.0.  Other significant projects that he is involved with are the Faculty Management System, involving the consolidation of multiple systems into a common repository, and the Alumni Development System replacement project using the SAP CRM product.

Billy has given presentations at several higher education administrative and technology conferences, including CUMREC, EDUCAUSE,  Peoplesoft Higher Education Users Group and other organizations. He currently participates in EDUCAUSE, SAPPHIRE (SAP Users), HUEG and the Ivy Plus Administrative Systems Group. Billy served on the 2003-05 CUMREC Board of Directors, the 2004-05 EDUCAUSE Professional Development Committee and the 2006 Southeast Regional EDUCAUSE Program Committee.
